Experienced attorney registered in France and Spain, with 18 years practice in international, criminal and public law, and specific experience in judicial and legal reform. Living and working in Haiti since 2009. As current Deputy Chief of Party at the USAID funded PROJUSTICE project and as former Regional Coordinator at UNDP (United Nations Development Program) Rule of Law project, has acquired extensive expertise in field management of Rule of Law programs, including design, budgeting, reporting, technical and administrative oversight, client relations, and monitoring and evaluation. Advised UN Agency for Operations and Services (UNOPS) on land and property legal issues arising from various relief and reconstruction operations in Haiti after the earthquake of 12 January 2010. As legal advisor for UN peacekeeping mission in Haiti (MINUSTAH), worked to build legal affairs capacity of Haitian National Police. As antitrust attorney with Total Group in France, implemented regulatory compliance programs with numerous missions worldwide, and handled investigations and litigation cases before foreign courts and regulating authorities. Managed, advised, and litigated business law cases for international firms. Served as pro bono attorney to provide legal assistance to poor and disadvantaged on criminal and human rights issues. Native French and Spanish speaker, fully fluent in English.
