FY24 Annual Program Statement (APS) for Grants Under Contract (GUCs)

Overview: The LACLEARN Task Order contributes to USAID’s Democracy, Human Rights, and Governance (DRG) work in the LAC region through research and analysis on key DRG issues, as well as a platform for rapid response in transition environments. LACLEARN GUCs supports the mechanism’s objectives with complementary work in the region. For example, such grants may provide research support for rapid response DRG issues, or be used to pilot innovative technical approaches, implement research, disseminate learnings, and other related learning and analysis objectives.

Purpose: The FY2024 APS is issued in support of the LACLEARN activity  for each of its priority areas: Citizen Security and Crime and Violence Prevention, Democratic Backsliding and Authoritarian Resurgence, Accountable Transparent and Effective Governance, and Innovations in Monitoring, Evaluation and Learning.  The APS details the objectives and the types of activities for which grant applications will be considered; describes the process and requirements for submitting grant applications; and explains the criteria for evaluating potential grant concepts. It further outlines the process for the application, review, and award of grants to support DRG efforts in LAC over the indicated period.

Eligibility: These grants may include work by civil society organizations or may include partnerships with universities or research organizations, for example. The APS targets countries in the LAC region, including Mexico, Central America, South America, and the Caribbean. Applications must align with LACLEARN’s priority areas and should highlight sector learning, dissemination of new knowledge, or testing of new ideas; as well as targeted and timely DRG analytical support in countries experiencing political crises or emerging from conflict.

Deadline: Grant application may be submitted on a rolling basis through March 31st, 2024.
