Robert Underwood has approximately 25 years of experience as an international development professional and corporate lawyer with a strong management background as a senior-level director of rule of law projects. Prior to assuming his position as a Vice President of Business Development on behalf of Development Professionals Inc., Mr. Underwood served as a Tetra Tech's Global Practice Area Lead, directing their rule of law and anti-corruption division. He has led large-scale justice sector initiatives and managed numerous technical teams responsible for implementing democracy and governance contracts in Southeastern Europe, LAC, MENA, Southeast Asia, and Sub-Saharan Africa. Mr. Underwood's rule of law expertise includes specialization in legal and regulatory transitions, institutional reform, access to justice, policy development, and building transparent and accountable commercial and business law infrastructures. As a former chief of party on several USAID- funded projects, he also brings an extensive background as a program design specialist and established record of collaboration with U.S. government and host country counterparts. Mr. Underwood was a law partner in the New Jersey based firm of Bross, Underwood & Zipkin, with a focus on corporate and civil litigation. He holds a Bachelor’s degree from the University of Florida and a Juris Doctor from Washington University St. Louis School of Law.
