Sandra J. Pabon serves as the Citizen Security and Violence Prevention Advisor for the LACLEARN Task Order. She brings over 18 years of violence prevention experience throughout South and Central America, as well as South Africa. Prior to joining DPI, Mrs. Pabon led the USIP Citizen Security Dialogues activity to transform the justice and citizen security paradigm in Colombia, and was previously responsible for a multi-year $180M citizen security portfolio at USAID/Colombia. She has designed, monitored, and implemented programs centered around peacebuilding, rule of law and security sector governance, anti-corruption, access to justice for marginalized populations, DDR of paramilitary groups and former guerilla combatants, gender-sensible citizen security and violence prevention, and institutional capacity building. She has honed analytical skills to dissect complex issues surrounding violence and insecurity, utilizing evidence-based quantitative and qualitative tools to inform findings and public policy recommendations for diverse stakeholders amidst conflict-sensitive contexts. Mrs. Pabon holds a M.A. in Political Sciences from the University of Heidelberg, Germany, and a specialization course on Impact Evaluation of Public Policies by Universidad de Chile.
